Web design is a very technical art. There are so many components going on behind the scenes it is really important to have someone that really knows what they are doing. Not only do you want a good looking site, you want a search engine friendly site. This is however different for every company depending of the goals of your company. You should always sit down with your design firm and ask questions. If someone gives you a price before finding out what you need I would walk away.
